Actuals are a way of recording actual expenditure. The GL Period you are wishing to post to in Oracle needs to be open.
In the Wizard, Actuals has its own mode, along with specific columns relating to the entry of Actuals journals. These journals are entered the same way as Encumbrances. There is only one extra column that is available to enter data into for example; Stat Quantity. This column will be available in most modes but is only used for Actual journals.
